INTRODUCTION AND HISTORY
The HUMAN RESOURCE DEVELOPMENT OFFICE was created through Ordinance No. 1899 s. 2001 as amended by Ordinance No. 1930 s. 2002.
HRDO is responsible for all Human Resources and Personnel concerns in order to better take care of the needs of the City Government employees for more effective customer service oriented and professional workforce.
Tasked to develop, formulate and execute policies, rules and regulations in the area of professional management accordance with the CSC laws, rules and regulations. It is responsible for the establishment of a sound recruitment and selection system within the organization and act as secretariat of the Personnel Selection Board (PSB).
Implements comprehensive and balance Personnel Development Program designated to raise the level of efficiency, effectiveness and morale of the personnel in the City Government.
It develops and implements system of performance standards, awards and incentives for productivity improvement.
Establishes and administers employee welfare assistance, staff development, payroll processing, performance evaluation and recruitment and hiring of personnel.
