Alleged relief of Labra, Ylanan

Supt. Pablo Labra II was Rep. Tomas Osmeña’s fair-haired boy at the Cebu City Police Office (CCPO) when he was mayor.

Osmeña was so enamored with Labra’s crime-busting ability that at one time he lobbied hard for him to become CCPO chief even if his rank would not qualify him for the job.

To be fair to Labra, he, and to a certain extent his subordinates like Chief Insp. George Ylanan, did distinguish themselves in battling criminals and crime syndicates and for a while gained fame (to others notoriety) for their mailed-fist approach to law enforcement.

Osmeña wants the post of mayor back

The signs are on the wall. Cebu City South District Rep. Tomas Osmeña will return to City Hall in 2013. He whines about the "palakasan" system in the national government. He hates the way Mayor Mike Rama runs the City Government.

Cebu City is Osmeña's bailiwick. No doubt about that.

The son of former Guadalupe barangay captain Jingjing Faelnar, for example, ran for barangay captain but was trounced by Tomas's candidate in a supposedly non-partisan barangay polls. Meaning, it is not a problem for Osmeña to run again for mayor because he controls his supporters and followers.
