1. Self Employment
                Assistance Program

  • Is an integrated package of assistance which aims to render the clients towards the economic upliftment thru the provision of the different services such as: Social Preparation, Financial Assistance and Monitoring and Technical Assistance that is interest-free and without any collateral.

2. Family and Community Welfare Program


- provides assistance to socially disadvantaged families including family planning, to develop their capabilities in defining needs and formulating solutions.

  • Pre-Marriage/ Marriage Counseling (PMS)
  • Responsible Parenthood Services (PPS)
  • Family Casework/ Counseling
  • Special Services for Solo Parents
  • Issuance of Solo Parent ID


- provides assistance to socially disadvantaged communities (neighborhoods or barangays) to develop their capabilities in defining needs and formulating solutions, as well as setting viable community welfare structures, which bring about desired social change.

3. Women’s Welfare Program

4. Child and Youth Welfare Program

      It is based on the philosophy that the state and societIy are jointly responsible in protecting the lives and interest of the citizenry, thru provision of opportunities to enable and potentialities as partner in nationwide development. It is the responsibility therefore, of the government and private sectors to assure every individual a life worthy of human dignity. The program is based on P.D. 1563 known as the Mendicancy Law of 1978 and on C.O. 1631 - an Ordinance .


Objective: The program is designed to minimize if not eradicate mendicancy in Cebu City and to provide the mendicants the opportunities to develop from a level of survival and subsistence to self-reliance.
