About South Road Properties

1The City of Cebu’s South Road Properties (SRP) is a whole new dimension in mixed-use development in the tropical Philippines.

The SRP is located on the east coast of cosmopolitan Cebu City, capital of Cebu Province. Cebu, where the shimmer of sand, sea and sky is rivaled only by the brilliance of its illustrious history and rich culture, the intensity of its talented and hospitable people.

The SRP was developed and is owned by the City of Cebu. It has a total area of 300 hectares, prime property set on reclaimed land along the city’s east coast, a stone’s throw from the central business district, the hub of trade and commerce in the central and southern Philippines.

History of South Road Properties

2This up-and-coming world-class estate was created through a Y 12 billion overseas development assistance package extended by the Japan Bank for International Cooperation, the largest loan amount that the bank ever extended to a local government unit in the Philippines.

The Philippine Economic Zone Authority which promotes world-class and environment-friendly economic zones for foreign investment has granted the SRP Special Economic Zone status. The property was initially conceptualized to host export-oriented light industries. Its evolution into a mixed-use area is a result of thoughtful consideration of economic realities, tipping the balance towards social relevance.

By its metamorphosis into a mixed-use area, the SRP has broadened locators’ investment options and opened more doors for end-users to enjoy the benefits its superb location offers. The SRP is the exclusive property of the City of Cebu. As a locator, you will then have the advantage of being the partner of one of the Philippines’s strongest and most efficient local government units.

The City of Cebu has made sure that you enjoy certain advantages as an investor, among them expedient business set-up services with the assistance of the Cebu Investment Promotions Center. A virtual one-stop-shop for the prospective investor, the CIPC will see to it that you are provided with a comprehensive range of investor services that will assure that your investment in Cebu is as economically rewarding as it is personally fulfilling.

5The CIPC offers a convenient means of checking out Cebu. It will organize your visit(s) and work out your itinerary, provide you with economic information and statistics on Cebu, arrange site visits, link you with possible business partners and service providers, brief you on government policies on invetment, available incentives, wage laws and required permits and identify established professional organizations that can provide you with management, manpower, accounting and auditing services.

6As a prospective locator, you will appreciate that the SRP is a Special Economic Zone, created under the laws of the Republic of the Philippines. As such, investors of the zone are entitled to certain incentives, provided they qualify under PEZA guidelines. (www.peza.gov.ph)

The property blocs at the SRP may be acquired through direct purchase, long-term lease or joint venture arrangements. Once you have established your business at the SRP, the estate management will take care of investor concerns.


 

Transport Facilities and Infrastructures

The SRP will be served by a network of thoughtfully-designed roads – the South Coastal Road, primary roads and an internal road network made up of service and collector roads. All properties within the site will be accessible through this network.

The site will be a showcase of the Bus Rapid Transit System (BRTS), a high-efficiency public transportation system that allows hassle-free transfers between major points within the site. The SRP BRTS will connect with a planned citywide BRTS.

7Installation of the system is planned for Phase 1 , between 2009 and 2014.

The BRTS, a fleet of bi-articulated buses making designated stops within the area at short, predictable time intervals and operating on dedicated lanes, is designed with the convenience of end-users as its primary aim. An efficient commuter system will allow smooth commuter flows within the area resulting in more economic activity and, consequently, better business volumes for commercial area locators.

8A functional BRTS, coupled with an efficient private transport regulation system will make the SRP a commuter- and environment-friendly development hub, another first in the history of the Philippines.

Entry/exit to and from the SRP is through four points: the SRP causeway, the Talisay City access point, Pardo-Tagunol access road and the Mambaling access road. The BRTS and the SRP road infrastructure will be planned around these entry/exit areas.


Site Attractions

9The SRP is envisioned as a premier lifestyle destination in the Southern Philippines. As a mixed-use development, the SRP will host retail and commercial establishments, dining and entertainment outlets, upscale retirement facilities, midrise residential condominium buildings, office blocks, a hospital, the post-graduate campus of the University of the Philippines and tourism-oriented facilities.

Locators

11Bigfoot Entertainment Inc.

Bigfoot Entertainment has established at the SRP the first international movie studio in the Philippines. It entered into a long-term lease agreement with the City of Cebu for a two-hectare lot in 2008.

Phase 1 of the P billion-peso development has been completed. It consists of a quad shooting stage with complete support facilities – director and producer offices, star dressing rooms and suites, wardrobe rooms, hair and make-up, art department and camera and equipment rooms. The shooting stage has been fitted with a helipad.

The project's second phase will consist of construction of the fabrication and mill buildings where individual set elements or full film sets will be constructed. Bigfoot also plans to set up at the SRP its Executive Hotel, with 85 world-class, fully-serviced suites, a gym and spa, a cafe and business center. Bigfoot plans to fashion its SRP facilities into a destination evoking Hollywood's glitz and glamour with a host of classy restaurants, boutiques and sidewalk shops.

Bigfoot Entertainment is composed of Bigfoot Films, Bigfoot Studios and International Academy of Film and Television.

 


12Filinvest Land Inc.

A joint-venture agreement has been signed between the City of Cebu and Filinvest Land, Inc. for the development of 50.6 hectares within the SRP. FLI is among the leading publicly listed real estate companies in the Philippines with P 131.6 billion in assets. Its portfolio includes the 244-hectare Filinvest Corporate City in Alabang, Muntinlupa, Festival Supermall, the regional shopping center in Southern Metro Manila, and Northgate Cyberzone, an I.T. park that hosts major international names.

International master planners and architects have been hired to draw up the plans for a world-class mixed-use and residential complex at the SRP which FLI foresees to enhance Cebu’s position as center of tourism, education and trade in the Visayas.

 


13University of the Philippines
Visayas Cebu College

The University of the Philippines Visayas Cebu College (UPVCC) has accepted a donation by the City of Cebu of five hectares of prime property within the SRP.

The deed of donation commits UPVCC to set up facilities within the property in order that it can offer an evening program in business administration and continuing education in the English language. The program is intended to support a ballooning business process outsourcing industry in Cebu, and particularly to anticipate the establishment of contact centers and BPO companies on the estate.

Phase 1 of the project will be the construction of a Computer Science building. UPVCC-SRP Campus will offer MBA and computer science programs in Phase 1. Phase 2 and 3 will offer programs in Product Design and Communications Design.


Estate Utilities

14The SRP is operated as a mixed-use economic estate and as such is supplied with the essential utilities and services that properties of such design require. And more.

Water and power and other utilities are available in sufficient supply at the SRP. . All a locator needs to do is connect to the main utilities lines and he gets served too.

A utilities corridor, a system that places utility lines on boxed receptacles above-ground, is being planned for installation in all areas within the site. With the installation of the utilities corridor, maintenance and repairs of sewage, water, power and telephone lines would be faster and less costly.

15Estate security and solid waste management, i.e. collection and disposal, are also provided.

Rates for power and telecommunications are comparable to the rest of Cebu City. Water rates are likewise competitive.

As in other economic zones, the administration will charge service fees for the provision of security and solid waste management services.
The basic utilities – water, power, telecommunications – are available in sufficient supply at the SRP. The City of Cebu has concluded negotiations for the provision of some utilities and is in the final stages of negotiation with providers of the other basic facilities.


Estate Management

16Operational management of the SRP is being handled through a fully-dedicated management office. The SRP Management Office, staffed by highly-qualified professionals, sees to the maintenance of the entire estate’s operational reliability.

The Management Office coordinates and ensures that all services are functioning efficiently and optimally within the estate. The Management Office addresses issues and concerns of locators, particularly as they pertain to the availability of facilities and services.

On a 24/7 basis, the SRP Management Office maintains open lines of communication and coordination with the providers of basic services – water, power, telecommunications and transport and traffic management - to ensure that locators’, residents’ and visitors’ requirements are met. The Management Office staff also ensures that the estate is kept clean and orderly, solid waste and wastewater is properly managed and that security is assured.
