MANDATE: Develop plans and strategies and, upon approval of the Mayor, implement the same, particularly those which have to do with the management and administration-related programs and projects which the Mayor is empowered to implement and which the Sangguniang Panlungsod is empowered to provide under R.A. 7160.

ORGANIZATIONAL OBJECTIVES : (1) Implement sound programs and policies (2) ensure efficient and effective delivery of service to the city’s constituents.


Administrative Services:

• Issue memoranda to City Government officials, employees and instrumentalities;
• Approve payments of Salaries, Claims, other disbursements and Purchase Requests;
• Approve Mayor’s Permits, Certifications and Licenses on behalf of the City Mayor.
• Entertain and act on requests and referrals appropriately;
• Monitor implementation of City Government projects and evaluate their progress and effectiveness;
• Convene Heads of Departments periodically;
• Control and monitor utilization of Lump Sum Appropriations.

General Support Services:

• Monitor work targets, programs and projects of city department heads under the direct supervision and control of the Mayor;
• Conduct evaluation and monitoring of performance of the Cebu City government offices in the Executive Department;
• Formulate policies for effective management.

Good day,
We have been appraised by colleagues in the industry that Cebu Zoo is presently without animal care staff as their contracts have not been renewed. We note similar notifications to this effect on social media.

It is our understanding that the consequence of this situation is that the animals in the zoo are not receiving any care at all at this present moment due to this absence of staff. This is a matter of great concern as captive animals are totally depend upon their human care-givers for survival and their absence for even a short period of time will cause a situation of animal welfare abuse.

We would be grateful for official comment from City Government on this matter. Our organization and our colleagues in other prominent International Animal Welfare NGOs are greatly interested in this circumstance and look forward to a response.
