Act No. 3753 or the Civil Registry Law has for its purpose, the establishment of a civil registrar in the Philippines wherein acts, events, legal instruments and court decrees concerning the civil status of persons shall be recorded.

Administrative Order 1 for the Office of the Civil Registrar – General Implementing guidelines of the rules and regulations of the said Act was promulgated for the information, guidance and compliance of Act No. 3753 for all concerned.
